Access to Prof Palin w/o Qwent

Cheers,
couldn't find a Engineer-dedicated board so i drop my question here.
It has been reported that you could access Palin without actually getting the news from Qwent . Which would make sense since you only "learn of" Palin through Qwent Grade 3 according to description.

So if one gets a Sirius Permit and the Qwent invitation, but does not want to stupidly hunt down 15 modular Harrasments, instead flies directly to Maia, is it possible to contact Palin?
I have better stuff to spend my game time on than searching my head off for 10+ missions that may or may not turn up, offering some absurd material that is no-where else to be found ...

If you don't have the actual invitation and Palin isn't listed in your engineers tab.
You will not have his base listed in system.
And if you do find it, it will shoot at you.

And I'm sure the farragut capital ship wants to help with that.

I'm working on Gwent at the moment and I just finished getting all the Modular Terminals last night.

If you go to any of the systems where people go to grind Fed/Imp rank, there are that many data missions you'll soon get them, especially if you cycle the board. Only took me about 4-5 hrs, tops.
And all the while you are adding to said ranks.
Thats the way I viewed it anyway; two birds with one stone.

No pain , no gain...

...also it's not that hard really, Modular Terminals are a rather common mission reward.

It's also totally worth it because grade 5 Dirty Drives are fucking fantastic

Muhahaha. Indeed eeevil ... jep, these DDs sound too addictive to avoid. Oh well ... let mission it then ...
