It seems that NPC modules doesn't "malfunction" randomly, it goes off at 0%, not earlier. Also, PP output at 0% reduced to 40% or 50%, but ship still functional. Shields not recharging, but can shoot back. Plus if you continue hitting PP it could blow that ship.

Anyway I can take out PP no problems but it doesn't have any profound effect on NPC other than triggering them to jump out. But damaging FSD takes three times (or more) as long for some reason. Not sure why FSD should be so much tougher. If they are both A-rated, PP should have 24 points more health.

Maybe you just not hitting it. For best results you need to be directly above of below your target.

For npcs there is no reason at all to target any module other than the power plant.
Directly.

Targeting fsd is just doing twice the work for the same reward.
And I think expert and over npcs knowledge reboot&repair trick as well as power management for modules.
Meaning downing a power plant they might loose a big gun or two, and not shut down completely as before.

And you need to be rather precise when aiming for modules.
Take conda' s for instance the best spots are directly above and down, if it has turrets this will pit you in it's line of fire, if you want to dodge fire and have a shot at the plant the second, slightly less effective is to position yourself on it's side.

And there is a big difference in what weapons you are fielding yourself as well.

For instance lasers outside initial drop off range has virtually no penetration.
And unless you mod for long range, that's anything further than 800m or so.

Cannons can have high module damage, but are slow rounds very rare to get a decent hit with one on a module direct.
Hence why install prefer the combo of beams and multicannons and I go close range.

When I usually do some mission stuff in my not-so-combat focused Python, and being constantly jumped by Condas and Vettes, I always wreck their drives. I have x3 C3 Beams and x2 C2 Seeker Missiles. With beams I can take down their shields pretty fast. It's relatively easy both to target and destroy, my Seekers can even break through pretty heavy PD coverage, and after drives are gone, fun part begins. NPC won't be able to FSD, move anywhere at all and you'll have very easy time staying in its blind spot, as it just spins and moves on straight vector. PP targetting never worked for me, as it only has a chance to cause vessel destruction, and even with PP at 0%, most NPCs I fought, either were jumping away or they kept fighting pretty much as with 100% PP. In my combat ships, I just rely on engineered weapons that can melt shield and hull in mere moments on any target, so module shooting isn't really required.

I've been flying this Krait Mk II in RES sites and CNBs trying to both learn some combat skills and work on combat rank.

It is supposed to be an AX scout ship but I pulled some weapons out of storage and temporarily replaced the AX multis because I didn't feel like starting on scouts yet. I'll admit aiming is a struggle and I try to stay within <800m. When I try to get closer than that it usually ends with me faceplanting into them.

My experience agrees with everything CMDR Dragonporn posted (and I mentioned earlier too). Taking Deadly and Elite Python PP to 0% only triggers them to jump away which they do easily and consistently without any seeming issues.

I did also discover that taking out both NPC drives leaves them at a complete dead stop. I have watched them for several minutes after and so far none have reboot/repaired. But the biggest ship I have managed that on so far is a Cobra Mk III with an Expert pilot so maybe they did not know how.

more advancd NPCs do repair and move again..

My best way to take them down is actually faceplanting into them.. full pips to shields and i ram them with boost. it's obviously easier on big ships and it gives massive damage
I had fun taking a wing of 3 elite ships in a high res the other day without firing a single time (one FAS and two challengers)

I've been mining, mostly core mining until last week. I then started mining Painite in overlapping hotspots. I was able to mine 175,000 credits on my first try and 350,000 credits in a couple of more hours. That took over the hump to get my first Elite rank in Trade! Of course I immediately went to the Founders system. Then I decided to see about ranking up in combat and so have been hitting RES zones in LTT 15574. Just up to Novice. I'm not very good yet.

Was hunting Scouts in AX CZs but all 14 incursions were cleared earlier today so started looking into unlocking some Guardian stuff.

Just bought my ASP explorer, outfitted for mining, bounty & trading. Steadily making my way towards the python.
Must say definitely far better than the type 7 I tried out.
