I forgot to post here that DB answered my question about Open PVE on 26 May. I just asked for his thoughts on it, and he answered in the Live Stream for 2.1 Release day.

It's pretty much what I have said myself about a game enforced pve mode.

The mechanics needed to enforce it would mean things like nothing from a player would be able to hurt another player. Including a players ship etc.
In short every encounter would be as ghosts passing through each other.

But bounties just don't work at least not like they do now.
I wouldn't even consider bounties as a slap on the wrist.

The problem with the bounties was the abuse they had previously. I get several million bounty on my head, you killed me (after I brought a stripped out sidewinder) and got a huge amount of money with no effort. So in the end they 'nerffed' the amount of bounty a single player can get, making it nothing but a slap on the wrist. I mean I spend a day murderising wedding vessels and after 6 days it is all gone and I just have to pay off a meagre few k fine

And in game currency bounty is inherently toothless.
And especially now.
I can go get millions of bounty in a system and as soon as I leave that system. I'm clean. It matters barely at all to my gameplay at large.
I can even dock and buy more guns/ammo at their stations turnabout and start killing their npc's.
Absolute worst case scenario is I die and have to pay the fine/bounty on top of my insurance fee.
Easy solution is just dock in a station not owned by that faction before you go do something stupid.

No, being wanted should really change your game it really should force to turn to criminal organizations or really work to get it off.
It shouldn't be a 2000 credit buy out on it or anything that simple.

Change their HUD icon to a skull and crossbones for a set period of time and award massive amounts to anyone who brings them down. No matter how many times. Reverse griefing as a law enforcement tool!

Actually asks a good question, should wanted pilots in a system appear as a different icon on the scanner?

Maybe if we could pledge to a faction like you can with PP maybe any ships wanted by your faction should be marked. Would give bounty hunters more of a marker rather than scanning random ships and traders those ships to be wary of.

Awesome in getting a question about open PvE answered.
Pre release beta had a full PvE experience? Hmm...
Well I guess DB considers ED as PvE more than PvP. And Open as more PvE oriented.
But I still don't get this pinball analogy people keep bringing up if the ships are made invulnerable to player fire and ramming. Would people really spend all day ramming into each other with no consequence. At least a griefer opening fire on a Mobius commander gets to see damage to the target. But just sitting there and playing bumper cars?
Also if commanders try to blockade a station enterance can't the range of the station's traffic control be increased?
