20% off hull reinforcement/cargo racks

I just traveled around Edmund Mahon's territory stopping at 5 different stations and was not offered a discount, though they did have the hull reinforcement I was looking for, at a single one. Is this a sign of things to come? Are discounts being made faction specific? Can anyone else verify that the discount is working or broken?

Found this old thread when searching for the same thing myself.

From my search results the discount only applies to Control systems not exploited systems.

Exploited Systems:
Alliance/Ind systems
* 10% price increase for agri foods
* 5% price reduction for agri equipment
* 400% production/consumption of agri goods

Federal/Empire systems
* 50% reduction of production/consumption for agri goods
* 5% price reduction in agricultural goods and equipment

Control Systems:
* 20% reduction on hull reinforcement and cargo racks
* 400% production+consumption of agri goods+equipment
* 5% price increase on agri goods/equipment
