Why not allow players to put bounties on each other?
or contribute to existing bounties?
I know the times I was attacked, I was incensed enough to want to put some of my cash into bringing the culprit to justice.
maybe tie it to automated chance of being interdicted by authorities. The higher the bounty, the larger the chance of being chased by police.
Wouldn't take long until the worst offenders were so pursued that they could no longer pirate.
It would still be consistent with the game.
Might make me re-consider playing in the open as opposed to Mobius.
Just a thought.

It's a great idea, though I would not consider "piracy" a problem in Open, nor do I think your solution will deter piracy. Piracy in open is what makes it fun for me to do rare runs in the Lave cluster.
What is a problem is the gankers/griefers with tonnes of money, and I am not sure if putting bounties on their heads will fix anything (other than creating a stronger economy). They will get blown up and then rebuy their maxed out Vipers again and continue griefing. So I think there should probably be some other kind of balance that made it difficult to recover when bounties were placed and redeemed from this, and only making it possible to place bounties on heads of the assailant for example.

I suspect too that it would give rise to a new form of griefing, whereby the griefer puts a bounty on the victim just to spoil their day.

In order to avoid the griefing that Siobhan pointed out, I would suggest such a system would only be activated if someone would have received an automatic bounty from the system in the first place. It would be something tacked on in addition to the normal bounty. This way, only the victim could post an additional bounty.
Another interesting issue is that griefers and pirates both can simply kill each other to gain their own bounties. Perhaps it should be that players with bounties on themselves cannot claim bounties from anyone? Also, perhaps it should be that bounties caused by attacking players should carry over somewhat? Perhaps only 10% of the bounty is removed for each death of a PvP based bounty?

I'd not go quite that far, but yes... a player should not be able to claim a <Faction> bounty while they have a bounty on them from that faction or it's allies. But yeah sure, a price on your head in Fed space shouldn't stop you claiming bounties in Empire... Alliance... hmm not 100% certain of the politics there, but you see what I mean...
Once they fix (for good) the problem with accidental bounties ... and replace the with fines, then they should remove the option to pay your own bounty. I mean, in the real world, a bounty is only placed when legal authority can't deal with the issue. The only "pay off" should be death or capture - capture being ship destruction, and maybe even restitution to the victims.

My "fun" solution to being pirated on open is to submit to an interdiction, chide them a little ("You're not getting anything from me, pirate!") then self destruct right in front of them. I have a little bit of money and It's worth the re-buy cost of my Asp just to make all their effort of five/six interdictions worthless

Hmm, thinking about that, that probably makes me a reverse-griefer.

Or... simpler and cheaper - an all points bulletin system that identifies (with proof!) pirates so every time someone sees them they get hunted? There's one who moves around a bit... if I knew where he was, I'd be hunting him in open! From running his name through The Google, he's got a reputation in a LOT of games for playing to spoil other gamers enjoyment.
Though I'll admit - the fine line between revenge and griefer is sharp enough to cut...
Or maybe FD is waiting for all the players to get together and form a counter-piracy syndicate?

If you have no interest in Open Play then you can stop reading here...Well it's perfectly acceptable gameplay in ED for folks to interdict you for no reason at all and blow you up... and it's also perfectly acceptable for those same folks to feel the wrath of everyone they've ever bullied that are now standing unified as one...
A "Counter-piracy syndicate"
Interesting... well if anyone here would actually have an interest in let's say a "Peacekeeper" type player group, I would love to hear from you or simply visit the Paladin Consortium site.
