If someone is near you then they will appear in your contacts, second tab or the comms menu, as the type of ship they are flying IE it will just say anaconda. You then highlight it and send a message or choose to hit send friend request right away. If you choose to send a message first then when they respond their name will appear.

I just say Hi in local chat.. sometimes they answer sometimes they don't

The people saying something like "I've been looking for you" are often a result of a mission you're on. Find them in your contacts panel on the left side and, if you feel like listening to them, approach their ship. Sometimes it's worth it... Sometimes not!

and wow I'm stupid.. I misread what he wrote..

yeah.. a lot of times when your doing missions you will get that.. if you target their ship and follow they will drop into reg space. Follow them and a lot of times they will "offer" you to change your mission.

I always avoid them, because I honor my contracts.

Right on now I just have to figure out interdiction so I can drop these mission targets.
