The three most recent CGs promised three new starports. Here's the newsletter:

A spokesperson for the Kamadhenu Chapterhouse of Inquisition has announced that its plan to establish a series of starports between Colonia and the core systems has received the wholehearted support of the galactic community. Construction of the first starport is almost complete, work on the second is well underway and construction of the third will begin soon.

Does anyone know their proposed locations?

No idea. But I only need one (1), and it already exists ... Sacaqawea Space Port (Skaudai CH-B d14-34).

According to the Galnet message at the end of the CG, the first of the three will be completed "soon"(TM). My guess is that it will be added to the game either next Thursday during the PP tick/weekly maint, or with the 2.4 patch.
