The name is from the Premonition book. In a wiki listed here(http://elite-dangerous.wikia.com/wiki/Shinrarta_Dezhra), it describes the name as meaning "life, she saw, hope".
Founders are the original kickstarters. However, I do wonder why that system and location. Does it have significance in reality or just in Elite? Speculation on my part, but I wonder if it is related to the other alien races beyond the Thargoids.
