remember the Viper got its reputation as the premier fighter early in ED's days before there were Vultures, Ferdies and Assault Ships
its strength is its capability rather than utility, i.e. it can be a potent weapon but will feel as uncomfortable as shit to fly, or at least that was my experience the few times i've used Vipers.
the way the hardpoints are set up means you need to keep the target in the centre of your view or lower, or else the medium weapons won't be able to track it because they can't pivot high enough. to me this was less pleasant and natural than say with the Cobra or Vulture where you'd typically keep the target about 2/3 of the way up your view, i.e. in the centre of your canopy glass instead of directly in front.
