Well it's good to be enthusiastic about it, I'm excited about the minor faction.
I know some will argue that it's just a minor faction, but I think it does give some good opportunities for focused game play, and will (even if not immediately) need some coordination.
From the somewhat scant information we have, I think we'll start with the Order being the controlling faction in Rafferty's Mobius, but we may not control Extra Refinery, so there may be opportunities there.
Also, I would imagine that certain members of the wider "community" (those that think group play should be removed) will take great pleasure in trying to reduce the Order's control in the system, so this will need to be counteracted.
There should may also be expansion opportunities, it seems that when a minor faction has complete control of a system, they start to pop up in neighbouring systems, so control could be sort here - I think this is the mechanism to working towards being a power, when a minor faction has control of enough systems they could become a Power (although this could take a long time).
