Sandro has said on several occasions the the Fighters WILL be AI controlled, or you can fly it and the Ship will be AI controlled.

I totally get why you can't hire a NPC crew for the rest of the stuff. The only thing I wonder, is if there are a few of us in my ship, and I want to send out my fighter, can it be one of my friends? So base attack, me in my ship, 2 in buggies, and another in a fighter. That would be cool.
