If this is not a fake, then very interesting.

Yeah, I saw this on the Frontier forum and wondered the same. If it's not real then it's some fine editing!

I've always wondered what that panel might be for. Seems pointless to have the Nav tab there, unless we can have the screen display any of the tabs. I was originally thinking the panel might be a view screen, for talking to NPC's and seeing an animated display of whoever you're talking to, then I realized that I wouldn't feel comfortable looking down and talking to a disembodied head hovering between my legs.

Hmm interesting, looks like it's just the left panel transposed though?
I would love to have programmed waypoints or notes down there.

Waypoints would be a great thing to show on that panel. To pick a system a few jumps away in the Galaxy map and have your stages shown at a glance would be so so useful. Especially if it took note of if you were after a fast or economical route.

I always suspected that middle panel might become some sort of navigation tool. I initially thought it might display the system map once you had hyperspaced into a system.

The video you are referring to is unfortunately a fake (a guy on the Frontier forums posted it with an admission).
Hopefully Frontier is going to implement this anyway.
