There is no in-between it seems. Now I may have a reason to go look for the imaginary Phamesutical Isolators that they say exist but might as well be a bloody Unicorn.

I got the pharma isolators the other day, just go to an outbreak system fly towards deep space at 0.5c and look for High Grade USS. Got 3 3packs...enough...

It helps to really move away from teh star like at the very least 10kls or more. I do it above or beyond the ecliptic plane, dont know if it helps.

Once far away, i just throttle down completely (30km/s) because signals pop up and dissapear immediately if you fly too fast
Last time i chased these it took me an hour to get one, then i got 3 high grade with isolators in em in a row. long, but easy to get.

My experience is that high population systems spawn more than low population ones. Fire up the EDDB search, select outbreak as system state, then sort by population and use the highest population one, even if that means travelling 200-300 LY.
