Don't refuse them, just ignore them, no rep loss (at least prior to 2.3, not sure if still the case) and you can get on with your life. At 7 seconds I always take my throttle to zero, then back to the centre on the blue zone, this then takes my ship to the point of exiting supercruise at 6 seconds all the way.
