My 2080 is quiet at 144Hz, and only whines if i disable the framerate limit. Elite is not exactly pushing that type of cards unless you play multi-monitor or VR. And yea i definitely notice the difference between 60 and lotsofhertz. People saying 30 fps is smooth seem to misunderstand the difference...
