My experience is that high population systems spawn more than low population ones. Fire up the EDDB search, select outbreak as system state, then sort by population and use the highest population one, even if that means travelling 200-300 LY.

According to EDDB, The Stumblingtroop is present in Bunuras, Herthe, and San Qin Gu. Alternatively, fly to the nearest low security systems, and pay the fine with a 25% mark-up at the "Interstellar Factor" that you can find in the Contacts menu on every starport in low security systems.

So WTF is the broken regen rate measured in, and is it the same rate for just standard recovery, and if not, why isn't that listed as well - or is it?
