I think you need to be allied with Alioth Independents to be offered the permit though, so alot of missions or simply trading is needed.

At the moment I am helping the AEDC over at STF 1774 to defend the alliance station from federal scum.

But I do agree on being based out of Alioth. You have to at least have gotten a Alioth Permit to join.

The Civil War is between 2 Independent Factions, the Empire did not start it but should use this occasion to reclaim Mobius Platform. How would that actually work?
