My only other thought is maybe the system is controlled by an enemy power so they shot on you. But probably not.

Anyone else having this issue? I've gotten over 750 merits and it still shows me at rank 1 when rank 2 is suppose to unlock at 100. Or does this not change until the end of the cycle?

Man, Eagles are still easy to kill when you can actually see them. The NPCs just are much smarter maneuvering now. Took me close to a minute to just warrant scan an eagle today cause it was going crazy.
