I am not certain, but I think they added in the ability for PD's to target and take out hatch breaker limpets. That alone could be worth putting a pd on for a non combat ship, particularily a miner, but on the belly to cover the hatch. If not, I know for a fact that ECM modules will fry off a hatch...
